ABOUT THE ASSIGNMENT

The call for applications invites experts to design a methodology and conduct research to evaluate the impact of pieces of legislation enacted by the Parliament in the last 10 years.

BACKGROUND INFORMATION

Tanganyika Law Society abbreviates as TLS is a statutory professional organization established by an Act of Parliament – the Tanganyika Law Society Ordinance of 1954. Currently, TLS is governed by the Tanganyika Law Society Act, Cap 307 as amended.

One of the core components of the TLS statutory mandate outlined in the TLS Act, Cap 307  is to assist the Government, Judiciary and Parliament in all matters affecting legislation, and the administration and practice of the law in Tanzania. Other TLS statutory mandate includes; to facilitate the acquisition of legal knowledge by members of the legal profession and others, to protect and assist the public in Tanzania in all matters touching, ancillary or incidental to the law, and to represent, protect and assist members of the legal profession in Tanzania as regards to conditions of practice and otherwise.

For TLS to execute its mandate, research has become one of the most important components of its operations. TLS Monitoring and Evaluation Department is tasked with coordinating research activities with guidance and oversight of the Research and Publication Committee.

RESEARCH OBJECTIVES

The overall research objective is to evaluate the impact of legislation enacted by the Parliament in the last 10 years.

The specific objectives are;

  1. To identify pieces of legislation enacted by the parliament in the last 10 years
  2. To describe the objectives and rationale for the enactment of such legislation
  3. To evaluate the impact of various legislation in 2 above

  • Should demonstrate a proven track record in research, consultancy, and publication
  • Assistant researchers should hold a bachelor degree or higher qualification
  • At least one assistant researcher should be an advocate of the High Court of Tanzania
  • Sound understanding of quantitative and qualitative research methodology is highly desirable
  • Strong personal commitment to research work is required
  • Should be a citizen of Tanzania
  • Non-Tanzanians interested in the assignment should comply with the immigration laws

OTHER REQUIREMENTS

When submitting the technical proposal, interested applicants are requested to attach the following;

  • A recent CV of the principal investigator indicating his/her academic record, relevant work experience, list of publications and at least 2 academic referees
  • Profile of other researchers explaining why they are more suitable for the work

NOTICE OF ESTABLISHMENT OF TLS ZONES AND CHAPTERS

In compliance with the new amendments in the TLS Act Cap 307 as amended, the Governing Council of the Tanganyika Law Society sitting in its Extra Ordinary Meeting held on Friday, 13th March 2020 at the TLS Secretariat in Dar es Salaam had, among other things, resolved to establish 7 Tanganyika Law Society Zones and 6 new chapters in addition to the existing Chapters as per section 17A of the Tanganyika Law Society Cap 307 as amended.

Please note that Dar es Salaam Chapter is currently divided into 6 Chapters namely Ilala, Kinondoni, Temeke, Ubungo, Kigamboni, and Pwani.

Kindly further note that these 6 Chapters have been grouped into 2 Zones namely Mzizima Zone which covers Ilala, Temeke and Kigamboni;  and Bagamoyo Zone which covers Kinondoni, Ubungo, and Pwani.

Members of the former Dar es Salaam Chapter are urged to update their current Chapter status through amuro@tls.or.tz  not later than Monday, 06th April 2020.

Kindly be informed that, upon receiving the applications for the post of Volunteer Advocates submitted in response to the advertisement released on 24th January 2020 through Tanganyika Law Society members’ email, the secretariat has identified applicants who are qualified based on the required minimum criteria.

LIST OF QUALIFIED APPLICANTS - VOLUNTEER ADVOCATES POSITION

We are glad to inform you that, all the listed applicants met the minimum qualifications for the post. As such, as per the TLS plan, all of the successful applicants will form a pool of TLS volunteers and all will undergo intensive one-week training that will be organized and conducted by TLS. Upon completion of the said training, successful volunteer advocates will be engaged in various TLS activities/ events that will require the engagement of volunteers.

On the next step, the Secretariat will conduct a dully capacity evaluation of each volunteer in strict compliance with each criteria set forth. Lastly, shortlisted applicants will be interviewed so as to get full-time volunteer advocates who will be based in Chapter offices and TLS head office.
